Specifically, course participants will learn the fundamentals of market and site analysis, financial feasibility, and what political considerations are required to move a development project from conception to realization. Additionally, this course will cover a wide variety of financing tools that are available at the local, regional, and state levels, including tax increment financing, bond financing, tax credits, tax abatements, land assembly, and brownfield redevelopment. Multiple in-class case studies will be used to help participants work through actual financial and regulatory problems.

Overview of Real Estate Development & Reuse During this
session, attendees will be introduced to the basics of real estate development
and reuse. The various types of development will be discussed, including
build-to-suit, speculative, greenfield and redevelopment. Participants will be
introduced to development process and the roles of the private and public sector
and non-profits in real estate development. Expectations and objectives will be
set for the next two days and attendees will be given the opportunity to
introduce themselves to the class. |

Market and Site Analysis In this session, participants will learn
about two key aspects of development feasibility: market and site analysis.
Taking place before a development project is underway, these studies help
determine whether a project is a "go" or "no-go." Participants will look at the
various assumptions and inputs that make up a market analysis. The session will
also examine how site features and constraints can affect a development
project. |

Regulatory and Approval Process Economic developers are often
called upon to facilitate or expedite the public approval process. This session
will explore the public sector's regulatory role in land development, focusing
on zoning, subdivision and other regulatory constraints and hurdles.

Financial Feasibility* This session continues the morning
feasibility session with an in-depth look at how to analyze the financial
feasibility of a development project. Specifically, participants will learn
about the various elements of an operating pro forma, including calculating net
operating income and cash flow. Participants will also look at debt and equity
financing, as well as how to evaluate a project's return to the investor(s).
This session will be very interactive, with participants applying these tools to
an actual case study.

Political Feasibility and Community Involvement While a proposed
project may meet market and financial tests, it is not truly feasible unless it
has political and community support. In this session, participants will tackle
how to assess political support, involve the community and promote the project's

Local Financing and Tools for Development This session provides an overview of local development financing such as tax abatements, bond financing, tax increment financing, special improvement districts and the provision of public infrastructure. In this session, participants will gauge the strengths and weaknesses of these various mechanisms. It will also include redevelopment areas, land assembly, sale-leasebacks and density bonuses. |

Tim Chase, CEcD, FM

Wichita Falls Chamber of Commerce and Industry
Mr. Chase was named President and CEO of the Wichita Falls Chamber of Commerce and Industry in 2001 after having served as its Vice President of Economic Development since 1998. The Chamber provides economic development services for the City and region.
Mr. Chase relocated from Dixon, Illinois where he had served as the Executive Director of the Dixon Industrial Development Association (DIDA) for ten years. Prior to his career in economic development Mr. Chase was in the retail industry for twelve years serving eight years as manager of three full-line department stores, and also served four years in the U. S. Navy.
Mr. Chase has been active on the Boards of economic development, chambers of commerce, and downtown business development organizations in Colorado, Wyoming, Iowa, Illinois and now Texas. Mr. Chase is currently the immediate past Dean for the University of Oklahoma's Economic Development Institute and has been on staff for 20 years as an instructor. Mr. Chase is a nationally recognized speaker, trainer, and facilitator on the topics of economic development, community development, strategic planning, infrastructure, sales, and marketing.
He is immediate past Chair of Team Texas, a statewide privately funded marketing organization and is on the Board of Directors for the North Texas Regional Center for Innovation and Commercialization (RCIC). Mr. Chase has been a member of the International Economic Development Council (IEDC) since 1988 and sits on their Board. In April of 1993, he received the first "Outstanding New Economic Developer" award given by the American Economic Development Council (AEDC). He acquired his Certified Economic Developer (CEcD) designation in 1994 and in May of 2001 Mr. Chase was named a Fellow Member (FM) of the IEDC for his work in the field of training and education related to economic development.
Shyam Kannan, LEED® AP

Shyam joined RCLCO in 2003 and learned the science and craft of real estate consulting within the firm. With a strong background in urban issues and sustainable development, Shyam focuses on real estate strategies for urban revitalization, mixed-use and transit-oriented development, and green or sustainable development.
Shyam's experience in both the public and private sectors of urban real estate development give him insights not often found in the real estate consulting profession. He has worked on community plans, large-scale urban investments, and individual buildings in both capacities, and knows the challenges and paths to success in both realms. Shyam believes that thoughtful and creative analytics grounded in the economics of placemaking should go hand-in-hand with rigorous attention to process, so that public stakeholders and private-sector clients alike are jointly involved in creating lasting legacies.
Shyam is responsible for keeping RCLCO on the cutting edge of real estate knowledge. As Director of Research and development, he leads RCLCO's research endeavors on green and sustainable development, the importance of Gen Y, and changing consumer preferences for homes and communities.
Shyam is a frequent speaker, moderator, and panelist. He has written articles published in Urban Land and Land Development Magazine, and has been featured in the LA Times, Money Magazine, Builder Magazine, and Builder and Developer magazine. He has been a featured speaker at Urban Land Institute events, West Coast Green, Big Builder, and Greenbuild. Shyam received his Masters in Public Policy and Urban Planning from Harvard University, where he specialized in housing, urban economic development, and transportation. He holds a Bachelors of Arts in Government from The University of Virginia.

Brian Parker founded BKP Consulting to provide focused advisory services related to public facility development. With over 12 years of experience in the sports, recreation and public assembly facility industry, Brian brings a wealth of experience to this course. Brian works closely with both public and private sector clients, providing in-depth, detailed and accurate information that enables clients to make fully informed decisions regarding facility development.
Brian has provided dedicated service to over 200 facility development projects around the country. Past projects include AP23 Sports Complex LLC – Columbus, OH, Columbus Crew Training Complex – Central Ohio and many more. In addition to these projects, Brian has also served as speaker at numerous industry conferences.

As Executive Vice President and Chief Operating Officer of The Pizzuti Companies, Jim provides oversight of the firm's real estate development, consulting and construction activities at its headquarters in Columbus, Ohio and regional offices in Orlando, Florida and Chicago, Illinois.
Jim joined Pizzuti in 1997 with nearly a decade of experience working in the public sector. He was instrumental in the 2005 establishment of Pizzuti Solutions, the firm's public/private development and consulting division, which is currently providing management and development services for large-scale projects such as a new county courthouse in downtown Columbus, Ohio; a new sheriff's administration building in Nassau County, Florida; and the Exploration Park high-tech research park being built on the grounds of NASA's Kennedy Space Center in Florida.
As COO, Jim also leads The Pizzuti Companies' strategic initiatives and coordinates corporate communications and business development activities.
Jim was awarded the designation as a Certified Economic Developer in 1996 by the International Economic Development Council (IEDC).
His professional affiliations include the American Planning Association (APA); Florida Redevelopment Association; National Association of Industrial and Office Properties (NAIOP); and the Ohio Economic Development Association.
